We've owned property inBlack Forest for almost 10 years and have lived here for 3. I will be voting against incorporating Black Forest for the same reasons many others have mentioned. Someone wrote that by incorporating we will make Black Forest like Boulder, extremely desireable, etc.. I cannot afford to live in Boulder but at this time I can afford to live in Black Forest. I'd like to stay here.
It's clear that we want the Black Forest Preservation Plan honored, and I believe that's a good idea. One of the biggest sticking points seems to be the 5-acre lot size for home sites. I find it ironic, though, that the 40-acre tracts of land in the forest can choose to exempt themselves from incorporation. Aren't those the tracts we're most worried about developing with the less than 5-acrelot size?
Let's say we had incorporated a few years ago, would that have stopped the development of the Pineries and Dines ranches or Cathedral Pines? No, because they are larger than 40 acres and likely would have exempted themselves.
The county has done a fantastic job of plowing this winter. If we contract back to them, I don't believe we can expect the same level of service. I've called the El Paso County DOT to put up stop sign that was downed and they responded almost immediately. I'm not sure if we would get the same kind of response if we incorporated.
I think incorporation is a bad idea for Black Forest.
